Who Can Vote in RKLD Elections?



All district resident electors who are U.S. citizens, 18 years of age or older. 
This includes resident property owners, renters, children 18 years and older whose residence is in the District…
But not campers to the extent their permanent residence is not within the District.  
Ownership of more than one parcel does not entitle a property owner to more than one vote.  One eligible voter = one vote.
Non-resident property owners 
This includes a person whose name appears on the tax roll, as well as a person who owns title to property even though the person’s name doesn’t appear on the tax roll.  
However, it is up to the would-be voter to produce evidence to the District that they are an owner of property or designated representative of an organizational property owner…
i.e. trust, foundation, corporation or other organization
…such as a letter on organization letterhead that clearly authorizes that person to vote on behalf of the organization.
Summary 
  • No absentee ballots or proxies
  • Resident property owners (both husband & wife, if joint tenants)
  • Non-resident property owners (husband and wife, if joint tenants)
  • Corporations, government bodies and other organizations, i.e., clubs 
    • (treated as single owner, with single vote of authorized representative)
  • Renters, age 18 and older, residing within District
  • Children, age 18 and older residing within District

RKLD Will Receive $100k from DNR

Good news – the Lake Koshkonong/Mud Lake Wetland Restoration Project is set to receive matching funds from the Lake Protection Grants.  This award will become official when you receive the award letter in the mail, Brian.

Before that happens, we may need to discuss the carp gate element of the scope.  A previous protection grant (2003 I believe) funded installation of a carp gate at this location, but it was vandalized, if my memory serves.  What can be done to prevent the same thing from happening again? The water behind the gate must be accessible to the public, as you know, so I was wondering if a public meeting might help to inform lake users of how the gate works, to assure them it’s navigable, and to address concerns proactively.  What do you think?

Thursday's unofficial high of 104 degrees at the Southern Wisconsin Regional Airport in Janesville breaks the record of 99 degrees set on July 5, 1939. Official weather readings for Janesville taken daily at the wastewater treatment plant are not available until the next day.
Wednesday's official high of 101 broke the record of 99 set on the same day in 1921. Wednesday was the first time Janesville hit triple digits since a high of 101 on July 13, 1995, according to Gazette weather records.
The average high for this time of year is about 83 degrees.

Manure on Lake Koshkonong Shoreline??

I have what I believe is manure all along our shoreline. I had the DNR look at it last year and they claimed it was a natural occurrence and not manure. You can clearly see and smell that it is. Do I have any option to try and dredge this out on my own or any other option you can think of. Just about 150  yards to the left of us (looking at the water) the shore seems normal and the water meets rock and looks like a lake. Our area looks like a septic field.

I am just wondering if my only option is to wait or is there some temporary solution.

I would call your county - Rock or Jefferson - health department; possible carry samples there for testing.  I know Rock will test soil for a small charge.

Vinnie Ha Ha on Lake Koshkonong

I live on Vinnie Ha Ha Rd. I have my dock currently out over 100 yards, and my pontoon boat is over 200 yards out from shore. Do I have any options with the DNR that you are aware of. Is personal dredging a possibility?
Everywhere else I find on the lake, people have their boat lift up to their dock. I fear I just own a home on the most shallow part of the Lake.

Any advice you can give would be helpful.

It also seems if there was a lake wide dredging approved some day, that my part of the lake is not covered by it and I might always have this problem.

Vinnie Ha Ha is indeed a troublesome area.

That bay is filling in with sedimentation from the wetlands to your NE - or the right side of the river heading upstream towards Fort.

We have timed aerial photos dating to the 1950s that illustrates the erosion that is filling-in the VHH bay.

No one refutes this fact but those wetlands are owned by the state and DNR. The only method to curtail this erosion is to armor that shoreline - which to date, the DNR has rejected.

The Lake Mgmt Plan that is currently being written with RKLD, DNR and the US Army Corp will list a series of options to improve navigation, safety, recreation.

RKLD will invest your tax dollars in your VHH bay with limited dredging when we can convince the state and DNR to rip rap their shoreline to your NE. Without that, we would be spending your tax money every X years to dredge.

We will present an option at the RKLD annual meeting on July 28.

Basically, it will say once DNR stops their erosion in your bay, RKLD will look to dredge and then, the recommendation will likely be some sort of community-neighborhhod pier - to economize our resources.

Admittedly, this was a concept 2 summers ago suggested at local public hearings and was greeted with skepticism. We know everyone wants their own piers place conveniently out their own backyards, but without a cost effective alternative, VHH bay will demand longer and longer piers that will require DNR safety lights, etc.

Hope I answered your question and concern. RKLD is very familiar with the hydraulics of VHH. We just need to find a sustainable and economical solution.
